El Plan Municipal de lectura y su red bibliotecaria en la Puebla de Alfindén

Abstract
In 2007, the City Council of La Puebla de Alfindén approved a Municipal Reading Plan, whose origins date back to the year 2000 with the collaboration between the public library and educational centers. This plan seeks to establish reading as a key cultural habit for community development, aiming to integrate it as a central pillar of municipal cooperation. Through the Municipal Library, the plan is structured in collaboration with schools, parent associations, the Basic Social Services, and the health center. Although Spanish city councils do not have direct educational responsibilities, they do hold cultural and social competencies, as well as budgetary resources and convening power, which position them as ideal promoters of initiatives that improve quality of life. Reading is thus presented as a cross-cutting tool that promotes coexistence, academic success, and social cohesion. The Plan aims to create an active citizen network committed to reading, involving both the population and various local stakeholders and institutions . This initiative is part of a global trend in which cities take an active role in educational and cultural projects, highlighting the transformative power of the municipal sphere in the lives of its citizens.
