Abstract
The debate examines the complementary roles of law and professional ethics in the work of librarians and archivists when facing dilemmas arising from social and technological change. Participants agree that legal frameworks are essential but insufficient for addressing complex situations such as censorship, misinformation, or institutional pressures, especially in polarized contexts. Ethics—grounded in principles such as justice, autonomy, responsibility, and social welfare guides decisions that prioritize citizens’ rights and ensure equitable and trustworthy services. Although some institutions lack effective deontological codes, professionals rely on international ethical frameworks or value-based management to compensate for these gaps. The discussion also highlights the crucial role of professional associations and councils as spaces for support, training, and collective advocacy, necessary to strengthen integrity, prevent inaction, and promote responsible and socially valuable practice.
